Our Strategy 2027–2030: schools, health centres and public services that truly serve people – and, in the East as it emerges from war, a reconstruction where every dollar reaches where it should.
Why now
The State is returning to the East, starting with the city of Uvira as the turning point. Reconstruction and aid money arrives fast, while oversight is weak. Without integrity, trust is lost and war comes back.
20/100 for integrity
The DRC ranks 163rd of 182 countries in the Corruption Perceptions Index: among the countries perceived as most corrupt.

Up to US$17 million a month in taxes was raised by the AFC/M23 during the M23/Rwanda occupation, and South Kivu lost 84% of its provincial revenue.

Of the US$962 million disbursed by donors for the Ebola response, more than US$700 million could not be traced to the organisations on the ground.

How we will implement the strategy
The strategy applies our citizen-centred accountability approach to all public services. Citizen monitoring is its main method, in every sector; in schools, Integrity Clubs are the form it takes.

Citizens rate the welcome and the service in public offices and follow the public servants who are redeployed.

Four apps at the heart of the strategy
Our four citizen monitoring apps carry the five areas of work: citizens report what they see, those responsible are informed, and the results are public.
EduCheck
Students, parents and teachers monitor their schools and the rebuilding of schools: budget, contractor, deadlines, quality of works.

Annual targets in two scenarios, as recommended by the evaluation of the 2022–2026 strategy: the base scenario, funded by signed agreements, and, in brackets, the full scenario, still to be funded. They will be confirmed in 2027, after the baseline is measured, and reviewed every year with our partners.
