A 2027–2030 strategy to rebuild eastern Congo with integrity

As the Government restores State authority in South Kivu, with Uvira as the pilot city, CERC’s new strategy rests on one idea: for peace to hold, reconstruction must be done with integrity.

Uvira, 21 September 2026 – The Government has launched the restoration of State authority in South Kivu, with Uvira as the pilot city. On 21 September 2026, the Deputy Prime Minister in charge of the Interior opened a three-day community workshop there. For the Centre de Recherche sur l’Anti-Corruption (CERC), whose new strategy covers 2027 to 2030, one thing is clear: for peace to hold, reconstruction must be done with integrity.

Four areas of work

The strategy rests on four areas:

an administration with integrity

that returns;

schools rebuilt

and given back to children;

health centres that work everywhere

including in areas under rebel control, which neither the Government nor most partners can fund;

an accountable reconstruction

that consolidates peace.

Starting where it all began

The strategy will begin in 2027 in Uvira, where CERC’s first Integrity Clubs were born in 2017, before the rest of South Kivu and then North Kivu.
