A memorandum of understanding to bring Integrity Clubs into every school

For Integrity Clubs to last, it was not enough for them to work well in a few schools: education authorities had to make them their own. That was CERC’s goal in 2022, under the Students Acting for Accountability and Quality Education project funded by the Global Partnership for Education.

During the year, CERC brought together 96 participants in Bukavu and Kinshasa: senior education officials, 3 members of parliament, journalists, representatives of teachers’ unions and parents’ associations, school founders and experts. On 28 July 2022 in Bukavu, a consultation workshop reviewed CERC’s policies, programmes and tools on transparency, integrity and anti-corruption in secondary education.

These discussions led to a memorandum of understanding between the Ministry of Primary, Secondary and Technical Education, represented by the Provincial Education Directorate of South Kivu 1, and CERC. It provides for Integrity Clubs to be set up in every secondary school.

This is a decisive step: Integrity Clubs are no longer just a project run by an NGO, but a mechanism recognised by the school administration. Students become full players in improving the quality of education and in fighting corruption in their schools.
